DLD Transfer Fee — 4% of purchase price, paid by the buyer. This is a flat statutory fee with no nationality exemption, no property-type bracket, and no negotiation. On an AED 1,000,000 purchase, the fee is AED 40,000. On an AED 3,000,000 purchase, AED 120,000. It is payable to DLD through the Trustee Office at the time of title deed registration for ready properties, or as the Oqood fee at SPA signing for off-plan.
Oqood Registration — 4% for off-plan properties. The Oqood fee mirrors the transfer fee in rate but applies when registering the SPA at the outset of the off-plan purchase. Skipping Oqood registration means your ownership interest is not formally recorded in DLD's system during construction — a legally vulnerable position if the developer encounters difficulties.
DLD Admin and Trustee Office Fees. DLD charges a fixed admin fee of AED 4,000 for properties priced at or above AED 500,000, and AED 580 for properties below that threshold. The DLD-licensed Trustee Office processing fee runs approximately AED 4,000. These are fixed transaction costs, not percentages of the purchase price.
sales advisor fee — 2% market convention. RERA does not legislate a mandatory fee structure, but 2% paid by the buyer is the established convention for secondary market transactions. For off-plan purchases through a developer's own sales team, buyers pay no separate fee — the developer absorbs the buyer-side fee.
Mortgage LTV Caps — UAE Central Bank Circular No. 28/2012. For ready completed properties, UAE residents can borrow up to 80% LTV on a first property below AED 5 million; non-residents are capped at 75% on the same tier. Both groups drop to 65–70% LTV above AED 5 million and lower still on second properties. Freehold Zone Eligibility — Law No. 7 of 2006. Foreign nationals and foreign-owned companies can only hold freehold title in designated investment zones established by Dubai emirate-level decrees. GCC nationals hold broader purchase rights. Practically, every active off-plan project across Dubai's key development areas falls within the designated zone map, but zone confirmation through the Dubai REST app remains a required pre-signing check.
Investor and Golden Visa Thresholds. A completed freehold property with a minimum purchase price of AED 750,000 qualifies the owner for a 2-year UAE Investor Property Visa, renewable while ownership is maintained. A property valued at AED 2,000,000 or more qualifies for the 10-year UAE Golden Visa. Following Cabinet Resolution No. 65 of 2021, mortgaged properties qualify for the Golden Visa provided the purchase price (not the equity held) meets the AED 2,000,000 threshold. Both visas are applied for separately through GDRFA Dubai and the Federal Authority for Identity and Citizenship — purchasing the property initiates eligibility but does not trigger automatic visa issuance.
Escrow Protection — Law No. 8 of 2007 (Guarantee Accounts of Real Estate Developments in Dubai). This law mandates that every payment made by an off-plan buyer must be deposited into a project-specific escrow account held at a DLD-licensed escrow agent, typically a UAE bank. Funds can only be released to the developer against construction milestones certified by a DLD-appointed engineer. If a developer defaults, RERA can direct escrow funds toward project completion by a substitute developer or toward buyer refunds. This protection applies universally — from large launches by Emaar, Azizi, and Damac to smaller developers with single-project pipelines.
